Somebody in my town's parks and rec program was using the youth soccer budget 
to buy themselves personal items.  Went to jail over some a few grand worth of 
toys from Amazon.  Yes it's insane.

My friend is on the town board in a town a few counties over.  In his town, 
somebody in highway or public works was buying tractor parts for a tractor the 
town didn't own.  It ended up at over $70,000.  Basically he bought himself an 
entire tractor, but by doing it one piece at a time over a long time period he 
dind't raise any eyebrows.  If he'd been buying parts for a tractor model that 
the town actually owned, he would have almost definitely gotten away with it.

Was Clinger the one in MASH who mailed a Jeep home one piece at a time?

  Having been a mayor, I can tell you the books are audited every year. It 
doesn't prevent fraud, but most people get caught eventually. The books are 
public record. If you think there is something underhanded going on, you should 
be able to prove it.
