Somebody in my town's parks and rec program was using the youth soccer budget to buy themselves personal items. Went to jail over some a few grand worth of toys from Amazon. Yes it's insane. My friend is on the town board in a town a few counties over. In his town, somebody in highway or public works was buying tractor parts for a tractor the town didn't own. It ended up at over $70,000. Basically he bought himself an entire tractor, but by doing it one piece at a time over a long time period he dind't raise any eyebrows. If he'd been buying parts for a tractor model that the town actually owned, he would have almost definitely gotten away with it. Was Clinger the one in MASH who mailed a Jeep home one piece at a time? It doesn't prevent fraud, but most people get caught eventually. The books are public record. If you think there is something underhanded going on, you should be able to prove it.
