Aerial could be like 20% of the cost of underground if your utility says
"you can go on the poles right away, just pay a few small fees" or 100% if
they say "every pole on that road is at capacity [aka old/unsafe] so you
need to pay to get them all replaced before you can attach".

Did you drive the path to take a look at the poles' age or capacity load?
Know anyone at the utility who could give you hints?
