Could be a typo... maybe it was supposed to be 1ms. Or it's just stupidly written... afterall, 0.001ms is less than 100ms. If "5G's goals" are less than 100ms, than it meets that.
40Gbps doesn't seem particularly impressive to me anyway... that's been possible for awhile with e-band radios.
