  From everything I am reading, it doesn’t differentiate between types of 
wireless equipment.   Size can’t exceed 3 cu feet for antenna or for 6 cu feet 
for multiple antennas.   Local government can enforce setbacks and some 
aesthetic items, but can’t say no.   Seems it include WISPs.

  I have not read the order, or if I did it has been some time.  I know it 
essentially preempts local governments and allows cell sites on almost all 
power poles or something similar to that.  Is it broad enough that WISPS can 
use it?  Seems like it was.
