NY State Parks department wants someone to install WiFi in 35 parks at
public locations like beaches, pools, etc.
Here's an excerpt from the attached ad, emphasis added by me:
/State Parks is seeking proposals for a statewide turn-key solution to
provide public//
Wi-Fi service to 35 state facilities including without limitation at
state beaches,
pools, golf courses, campgrounds, cottages and historic sites.

responsible for all equipment and costs _*of all associated
installation and
maintenance of the equipment, *_and pay a fee to State Parks_*. /
I read the whole RFP thinking there must be something unclear in the
ad. Nope. AND it's much worse than the ad says.
They want people to bid on how much they're willing to pay for the
privilege of putting WiFi in the park. You can put up signs with your
logo on them, and you can recoup costs with paid "premium" service,
but basic service sufficient for web browsing, email, and social media
has to be free. You can recoup costs with advertising or
sponsorships, but no more than two sponsors per location and sponsor
ads can't be displayed for more than 30 seconds.
But wait there's more!
Crown Castle has a contract with State of NY to manage wireless
infrastructure on state property. So you have to /_apply to Crown
Castle _/for license to install each of your APs, with a $1500
application fee per location. Crown being who they are, you can bet
they'll want engineering fees as well.
Oh if they already have network connection(s) at the park you aren't
allowed to use them. You have to get your own connection somehow.
Oh and you need to provide tech support for park visitors from 7am to
midnight, an SLA guaranteeing uptime, restore full service within 48
hours of a disaster, and my personal favorite requirement: "/_Network
must restore itself in the event of a disruption to service_//__/"
I'm going to pass on this one, but maybe one of you all is interested LOL.
