Ethernet Services/service points won’t help if operational status is down. Admin up = you’ve enabled the port. Operational down = no ethernet link. Check to make sure you’re receiving light at router/switch. Does that end show an ethernet link?

It's under the System tab or something on top of the tree, don't have one handy to look.
