Isn't the ground normally positively charged? And why wouldn't preventing the streamers going up stop the strike?

They claim to know the polarization of a cloud but some are positive and some are negative.  Some lightning comes from the ground and goes to the sky, some comes from the sky and goes to the ground. What is active about it?  It is not powered.  When I saw the subject I was thinking of some kind of ion generator to help dissipate charge like a static cat.  Or some kind of semiconductor device that detects a waveform rise and switches the circuit and shunts it to ground when it sees an impulse.  Broadcast towers use an active device like that to protect their transmitters.  CATV amps used to have such a feature available. Pretty metal and plastic.  It will provide a good target for lightning. Assuming that you actually ground the thing. I predict they will sell some of these things and then leave town so to speak.
