Isn't the ground normally positively charged? And why wouldn't

What is active about it? It is not powered. When I saw the subject I
was thinking of some kind of ion generator to help dissipate charge like
a static cat. Or some kind of semiconductor device that detects a
waveform rise and switches the circuit and shunts it to ground when it
sees an impulse. Broadcast towers use an active device like that to
protect their transmitters. CATV amps used to have such a feature
available.
