Check the olt/onu TX power.  Probably in the +2 to +4 dBm range.

Then check the maximum RX power of the ONT.  Probably in the –4 to –6 range.  

Get more attenuator than you need.

I've only been doing active until now, and most of that gear can be connected 
with a patch cable.  Is PON the same way, or do I need to attenuate the signal 
somehow?
