I seem to remember back around 2005 having an arrangement to continue using IP blocks from an upstream (Norlight aka KDL aka Windstream) of a WISP we bought, we got the least expensive connection available from them which was a T1 line. Allegedly as a backup, but in fact we didn’t use it, it was just so we could advertise the IP space via another upstream.
Probably not a viable method today. Didn’t even make financial sense then, it was for the transition until we could renumber a lot of customers with static IPs. Technically, as long as the RIR thinks you're in charge of the IP space, it's yours to do with as you please.
