If I was looking into that, the thing I would focus on is the /rights/. I don't know what it's like in Arizona, but at least in NY State the difficult and expensive part is getting the rights to put that cable there.  You can pull 144F cable through 56 miles of duct in a matter of weeks if you want more fibers.  It might take months or even years to secure the man-hole access, crossings, permits, etc.

Rights to access 92 of the LEC's manholes is one thing, 92 wholly owned and properly permitted manholes is worth more, and the fiber itself is like change lost in the couch by comparison to either.
