It would be worth investing 70 bucks in a new hire to see how motivated they are. start their pay low, tell them when they complete the material they can go up to rate. then if you want them to hold certs, work out voucher access ith them.
we had A+ training/certification material, all guys had to do was complete it and the boss gave a dollar raise. none of them did it, worthless, but it identified the worthless in them. they all still complained about low pay
