There are different grades of stainless steel. Some of the lower grades
can develop some light rust. Also, if the joints were welded, you don't
know what material was used for the weld.
I would at least cover the rusting parts with zinc chromate.

We have a stainless steel tower that’s probably about 30 years old. Good shape.
But I noticed some minor rust developing on the surface of some cross members
and a few climbing pegs.
