The IRR is simply a way to manage your IP blocks without having
to regularly send in updates, changes, etc (via their manual forms)
to the ARIN.

Once you have an IRR server online, and your IP blocks entered and
labeled (hopefuly correctly), you just notify ARIN of the IRR server
name and IP and they will test it, then (believe) they let you know
that it is "up" within their system.

Draw back of this (from my perspective) is that from then forward,
the ARIN also redirects all "whois" IP queries for your IP blocks to
your server so you stand a chance of getting quite a few queries.

Been running our own IRR here since about 97, or 98 I think.
