I read a story on Quora from an NYC flooring contractor about this
topic. As he described it, the Trump organization wants to pay you
whatever was originally quoted, but the contractor will raise the number
if the scope of work has changed. The scope often changes on large
projects. So they bill $100,000 and Trump pays $70,000. One says "he
stiffed me", and the other says "I paid him everything I owed".
If that's the truth, then I can see how two parties would tell that
story differently, but one of those parties is incorrect.
