I think I figured it out, or at least got it to work. for Gigacenters I
have always used a tagged match list and Add and Change tag.  For
Gigapoints it seems that you need to use an untagged match rule and Add two
tags.  At least that seems to work.  Guessing that the RG is always tagged
so it matches on tagged traffic, adds an SVLAN and changes the CVLAN while
traffic on the GPs ethernet port is untagged so you need to match that and
then add two tags.
