id give this "attack" some credibility if it turned out to be something cool 
like they researched the various control systems and realized the increasing 
the lye in system A would trigger system Bs sensors to mitigate it with 
Chemical 1. The increase of chemical 1 causes system C to trigger a release of 
chemical 2. The combination of chemical 1 and 2 raise PH to a degree that an 
acid is required.
This turns out to be such a non standard mix and order of chemicals in this 
specific order over this specific time window that theres never been a safety 
review. but this guy is a very astute chemist. he knows the byproducts of this 
mix will catalyze at a particular temperature after a certain period of time, 
that temperature being the average below grade temp in the region.
when this new compound comes in contact with whatever material the reducer 
bushings on Moen low flow kitchen faucets have been made from since 2016 it 
will convert into a toxic chlorine gas at a rate that its impossible to get 
away from before succumbing to it.

For his wifes birthday last year he got his wife a brand new Kitchen sink with 
the noce Moen touch fixture (with low flow faucet)

At 4 pm hes telling that bitch to get him a glass of water

This sounds a whole lot more like an ex employee with a RAT than "hackers". GUI 
driven access to a water systems control and setting a specific value is not 
the work of "hackers"
I used to work at a factory as a supervisor of the contract staff when i was 
like 18, one of my roles was to record a message on the PBX every night 
indicating who was working, who was laid off, etc. I went to jail and lost that 
job. some time later i was bored so dialed into the system and tried out the 
numbers i pressed in house to see if there was external access to record the 
message. there was. The message happened to be changed to "nobody has to 
fucking work" that night, or so I hear. half the staff didnt show up.

Like most municipal IT departments, they are probably staffed with guys who
