Yep...we worked on a lot of these projects in the last few years... mostly with El Paso Water Utilities but in 2019 and part of 2020 we did some work will the El Paso Electric at the Newman plant... The pipes at key sites have heating elements and are well insulated plus huge diesel generators... The power folks have some anti-freeze systems in place. There was no water bottles at Costco El Paso today...they shipped it east... good.
