Well, maybe they use FTP to put the plans there.

Just got an email from a general contractor, it contained directions to
log into their FTP site to download plans.
The 'FTP' Site is their HTTP Site with a username/password and is all
HTTP based.
I'm guessing they think FTP = File download.
