I have a hard time imagining how this can be done without a server of
some kind.
You can do a heck of a lot with a Raspberry pi. That's still a server,
but it would be very simple and cheap.

Don’t want a server involved. Don’t think snmp traps are a solution. Don’t
want anything that has to poll.
