Periods are Jan1 - June 30 with filing due Sept 1, and July 1 - Dec 31 with filing due March 1. You have to have an FRN and a CORES login (new last filing). For the deployment, I would just need a polygon (KML from GE is fine) around the homes you pass. I can create a spatial query against the census blocks as I already have a spatial DB set up for this. If you need subscriptions as well I can do those but I'd need a bit more info. If you have a DB with the block data, you can do it yourself.
