It is required. Look at the strand they are connected to. The strand generally is terminated on a through bolt. The other end of the bolt will have a thimble eye or thimble eye nut that the guy wire is terminated to.

If the telco, or CATV or whoever is on that bolt, they put in the guy too.

We have a bit of a mystery. A car wreck took out two of the guy wires
that support a utility pole that is in front of our office. The power
board that owns the pole said the guy wires aren't theirs but they don't
know who they belong to. Is it normal for a utility company to allow
other entities to put extra guy wires on their pole?
