Yeah zoiper works fine. SIP + cell phone is good as long as it doesn’t actually try to use cellular data.

We have some (now ancient) Panasonic DECT 6 phones that have been very reliable. They are plain old POTS phones, but we have them connected through a pair of ATA adapters. The only thing is the headsets are wired, but that works for us.
