It appears no clutch. You have a neutral half way down on the left pedal. He'd actually made some modifications to it to make it more driveable (a "kit" I'm guessing, but he's also pretty handy, so he might have made it all himself). He'd done some mods to the engine to go from 23 HP to more like 28 HP (I'm guessing a little bit on the actual numbers). He also put in "real brakes" because the originals were pretty pathetic, and he messed around with the crazy pedal thing to make it more like a what we would think of as a manual transmission with a clutch, brake and gas pedal.
