Chuck, Tracked it down to the IX. Got the IX guys on the phone. Did a few packet captures to figure out exact IPs and got the BGP paths. Once I got that to the IX guys they figured out a new comer to the IX had a bad BGP configuration. They took them off the IX and everything works normally.
