A comment I saw from someone who lived through a warzone in Kosovo was that anyone who wanted one could get their hands on an AK, but you're better off carrying food, water, medicine, cigarettes, and other consumable or tradeable goods. His reason was you only get to lose the gunfight once.

As far as owning a gun in Chicago, I believe most of those rules are set by the state. Illinois requires a FOID card. I’m not aware of any prohibition against OWNING a gun in the City of Chicago. I don’t believe open carry is allowed. Concealed carry is allowed with a FOID card but prohibited in schools, bars and on CTA trains. Business owners can post a state approved sign saying guns are not allowed in their establishment. Bars (consumption-on-premises establishments) are required to post such a sign.
