Maybe some local or regional airports are unworthy of fiber.

I don’t know, this promotional video from L3Harris mentions microwave, 
satellite and cellular, I didn’t see anything about fiber although it’s hard to 
believe there’s no fiber in the mix.  Lots of photos of microwave dishes though.
