Oh, feeding the panel through a circuit breaker is perfectly ok.  It's not 
functionally different from having a main breaker at the top of the panel. 
However, you wouldn't need any breaker at all if it's a subpanel being fed from 
a circuit breaker in another panel, and you can also have no main breaker at 
all if you can abide by the 6-switch rule.  Code & Inspections obviously vary 
by locality, but at least in NY State we are allowed to have a tiny load center 
like that on an electric meter without a main breaker.

I think in that intended scenario (an RV park) the breaker from the source is 
the one protecting the circuit, and breaker in the subpanel might be just so 
you can shut it off without walking all the way back to the main panel.

I'm fuzzy about their diagram showing a jumper from neutral to ground.  It's 
clearly intended to be a subpanel, and normally neutral and ground are not 
bonded in a subpanel.  Maybe it's required for submetering, but I don't have 
any experience with that.

Thanks Adam!  The customer is me - I just used that ped / meter base as an 
example.  In the real world I need MEG certified ringless but I'm trying to 
figure out if I actually need a breaker on it or if I can feed directly - There 
is surge protection on the lugs I'd normally connect a panel to and connecting 
a meter to the "output of" on a 60A breaker doesn't seem kosher to me.
