I wouldn't say it's new but perhaps it is growing in adoption as libraries struggle to stay relevant in a world where research = ask ChatGPT and peer review = how many likes on social media did it get. In highschool (In the 90s) I worked shelving books at the local library and they were just starting to loan basic homeowner tools like drills. Actually seemed to make a lot of sense as I imagine the average non-DIY-enthusiast homeowner may need to drill a hole only rarely. When I was in college (2000s) the rec center on campus loaned out all sorts of sports equipment too.
