It's a consortium of sorts of several fiber providers/networks. One of the operators out of Wisconsin rumored to be the one operating the end user business. The registered address comes back to ShawneeCommunicatiom in IL. A regional middle mile network in MI is invested with them but will not be operating the end user portion. Presumably their middle mile will be leveraged somehow. They won the most $$ in MI of any awardee, by far.
