Yes, like 166.254.200.x.  The Digi cellular device then does NAT and is 
programmed to forward port 80 to the Sensaphone device which is set up with a 
static IP of 192.168.2.10.

 

Newer Sensaphone products have a cloud service but this one is directly 
accessed via HTTP on the public IP.

He seems to be setting the WEB600 manually with a private IP and then 
forwarding port 80 to it in the Digi router.  I assume the WISPs are giving him 
a public IP or block but I could be wrong.

 

The only explanation I can come up with (grasping at straws) is that the WEB600 
(which is an old design) can’t handle being directly on the public Internet 
without at least a NAT firewall, and is either getting overwhelmed with 
portscan traffic, or getting screwed up due to a hacking attempt.
