When sensors fail in traffic light systems, they get reset to all
flashing red, or in some limited cases all flashing yellow.

What? They absolutely do. That's what the sensors, cameras, and

The traffic light does not take new input and changes its pattern
based on that. If you need to change the pattern, they study and
then reprogram the lights. It is a fixed system. Not a good
comparison.
Any systems which has to study the behavior of the systems by
itself and produce “artificial intelligence” are still many years,
if not a few years, away.

Let's stop using the buzzword AI and just use computer or system.
What's the accuracy of traffic lights? Are you concerned about
that system?

How many 9s of reliability are you willing to accept?
99%? That means 1 out of 100.
99.9%? That means 1 out of 1000.
99.99%? That means 1 out of 10,000.
AI is mostly operating in the 50-60% reliability range, which
means it's more-or-less a coin toss.
