I thought that might have been the problem, I tried to run the commands to change it, but all attempts were met with errors saying the option on the card was not supported.

Chances are that card is in infiniband mode and need a quick swap to ethernet 
mode with their utilities.   For cheap simple windows I would say grab an x710 
intel based card,  pretty cheap now a days.

I'm looking to change the 10G adapter in my Windows11 PC.  I have a Qlogic 
BCM57810 now, but I think that it's causing my PC to randomly crash.  I picked 
up a Mellanox ConnectX-4 LX, and windows recognized it, and both windows and 
the Fiber switch show the interface up at 10G, but it refuses to get a DHCP 
Lease.  I even tried booting into Linux with the same result.

I don't have to use fiber SFP, but I have a lot of Fiber SFP's laying around.  
Are there other workstation 10G cards I can try with windows drivers?
