My preference is to not install fiber as we build.  Then do it all at the end.  
My sons might veto that.  But if you have fiber scarcity, we will all be in the 
same boat.

The LEO providers were basically providing free professional installs
and then a reserved capacity on the network for the BEAD subscribers.
In theory I guess they may launch more satellites or steer more of
them to cover areas with high BEAD location concentration. It seemed
like nonsense to me when I read it.
For us the Benefit of the bargain, we had to re-apply and we decided
to re-apply for the same project areas and costs as we already were
provisionally awarded. We won most of the same area, but there was a
few hundred locations excluded because of map updates and
de-duplication. We felt it necessary to bid fairly aggressively on the
initial application so our BEAD award does not leave us as much
contingency room as previous grants have left. Hopefully that works
out OK... I'm concerned about the materials cost especially fiber.
