I briefly considered this idea earlier today.  Smart design, good planning.

I really don't think they could have survived it with the transmitters on at 
full power.

That part trips a lot of people up because it seems physically impossible to 
survive. The short answer is they didn't just tank the radiation—the building's 
emergency protocol saved them.

When daredevils Ivan Beerkus and Angela Nikolau scaled the Empire State 
Building's massive transmission spire, it triggered an immediate security 
alarm. The moment an unauthorized entry on the live mast was detected, the 
building executed its standard emergency RF safety protocol:

  *   Shifting to Auxiliary Sites: The master antennas on the spire house 15 
New York FM stations, multiple TV stations, and backup systems. Following 
building protocols, engineers immediately ordered the broadcasters to shift 
their live operations to auxiliary transmitters.

  *   The Backup Network: For about an hour while the climbers were on the 
spire, most NYC FM stations rerouted their live feeds to backup antennas 
located elsewhere in the city, such as the Conde Nast Building at 4 Times 
Square.

How did those two climbers not get cooked by the bat wing tv transmission 
antennas they had to climb.  Say those were 25kW stations, they would have over 
1kV at the feed points.
