They are converting to Cellular, sms, ip equipment, and wireless. There
are even conversion units that act like the modem receiving and transmit
over wireless or IP.

Comcast voip isn't going over the internet. Theirs runs close to a
good quality landline with no jitter on their internal network. So it
can handle data from alarms.
Regular voip going over the internet is good enough for voice but not
usually good enough for data.
Our policy for phone lines is we only support voice. We don't support
anything that requires data or life safety applications like fax,
alarms, elevators, fire alarms, etc. There are efax solutions for old
school fax machines but it's not a normal voip line.

will work over Comcast's voip, but won't work over most other
providers, including AT&T landlines.
A couple of things here:
You can have a data stream for an alarm going out a voice line
that is actively used for it's intended purpose?
This can, in some cases, be a VoIP line?
They are trying to hit this account up for $1700 to switch over to
a cellular / IP system.
