You can go prepaid hotspot for them. Straight talk has a 3G hotspot out today but there's also some 4G LTE version at Walmart just coming out. For phone, get straight talk home phone which is about $17 after taxes.
Otherwise check the cell carriers for data only hotspot options. Sprint does 3GB for $35 a month which I assume their usage would be very low.
