The Mall rent-a-cop saw the minivan and sedan as he was responding to the store alarm, but didn't notice them moving the merchandise. (or he saw them and really didn't want to get involved)

    Is that a gut feeling or is there math to prove that?  It's
    certainly become more visible in recent years, but from what I've
    read in the last year there hasn't been a noticeable increase in
    police shootings in the last several years (as of the last year
    report I read).

        here in Saratoga Springs.
        Kid had a replica sword.  Walking around near a gas station,
        morning, not any people around.
        Someone called it in, kid was looking/acting a bit goofy.
        Cops chased him around and shot him in the back 6 or 7 times.
        No looting and riots. Just peaceful sad gatherings.
