Your hardware selection seems very reasonable to me, my concern would be
the strength of the hatch wall you're clamping it to. Those mounts are made
for monopoles, a water tower hatch could be much thinner steel and it might
be possible to damage it if you crank the bolts on the mount too tight.

If you just have cat5 size cables coming out, I'd get a 2" or 3" metal
weather head and a short piece of rigid conduit, and find a boot to seal
that to the pipe coming out of the tower. If a tower shelter boot doesn't
work, maybe look at the rubber plumbing couplers, they make them in offset
sizes to join a smaller pipe to a larger one.
