I've had the occasional board where I got higher modulation speeds at lower tx 
power, though at least one of them was because I didn't do a great job 
soldering in new caps.

To lock it at 16 doesn't quite make sense. Seems like you still don't have all 
of the information.

May well be that once you turn the transmit power up and bump the modulation, 
the unit may start rebooting or knitting sweaters or something crazy.
