In this case, I don't see that's it really even a question of the upfront cost being lower so much as that they just either didn't what options they had or didn't want to bother licensing 4.9. For example, they could get a Mimosa B5c link, which is certified for 4.9ghz, for about the same price as that airfiber5 link.
