That could be a correct statement.... (most likely they did an upgrade of some 
sort, which required the modem to be power cycled. 
Power cycling the modem in Docsis and DSL/Uverse world is not un-common... 

There is no outage = there is no known issue which would cause these modem to 
not go online once they have been power cycled.
