Avoid CLEC. Unnecessary expense and paperwork. And now, with the latest FCC net neutrality order, you have the same rights as any public utility company to access ROWs.
Just apply for excavation permits. Whoever owns the ROW will grant them to you. On private land you may have to pay. Each owner is different. Most governmental agencies have a fairly straightforward procedure. Private property will require a negotiated easement unless there is a public utility easement recorded with the plat. Make friends at the county recorder’s office and start to figure that stuff out for yourself. IPTV is not worth doing. Horribly expensive and complicated to build a headend and no margin on the product. I did it. I know. There are many OTT offerings and more popping up all the time. There are IPTV providers that will export a feed to you, not sure how they get around the content providers rules against such a thing. Again, no money in it. So we've started looking at trenching our own fiber but we've run into a couple roadblocks and I thought I'd reach out to the list and see if others have run into similar issues. Obviously this is location and jurisdiction dependent, but we can't seem to get anyone from City Hall to return our calls or offer any hints as to where to look. How did you get permission to use utility right of ways and easements? Did you file for CLEC certification? Did you look at a CATV franchise agreement with your city? Did you approach each landowner and negotiate your own easement? Also, do any of you offer triple play services? We haven't had a lot of luck looking into distribution agreements for TV services either. Any info or resources would be appreciated!
