Currently the answer is no (at least based on their existing products) .. but I 
am sure that organizations such as CNOC will take this before regulatory bodies 
to push the matter.  It’s the same as FTTH deployments that Bell/Cogeco/Rogers 
are deploying currently – no wholesale access under current regulations :(
