you could just go there and tell them you work for the phone company and gain access to the phone closet and put it there. Even make up a employee card in case they want proof.
Place it inside an old wifi router case with labels stating “do not unplug” “internet service” and tell them you are doing so. People are dumb and really won’t check nor care. A company I used to work for had me mapping rooftops of buildings using a trimble setup. It was contained in an orange vest / backpack with a GPS receiver on a pole sticking above my head. I got so tired of people asking me questions that I started telling them I worked for the NRC (Nuclear Regulatory Commission) and there were complaints of radiation in the area and I was tasked to find it. That usually stopped all questions and I would ask where the management office was. People seem to get very helpful and friendly after that.
