My method on this has been like this: 13.2 does not play nice with anything
else. I have been upgrading all of the SM’s first to 13.4 with CNUT. then when
all the sm’s reboot quickly log into the AP (because the Sm’s on a different
code will make the AP reboot) and change the channel bandwidth to something
that the sm’s will not attach to eg. Switch 20Mhz to 10Mhz. Then update the AP.
After the AP is updated change the channel bandwidth back to what it was. Then
turn autoupdate on through CNUT. Then look for any SM’s that got missed and try
to update them directly. Good Luck!!!

I don't know why not.

13.1.3 won't work, there were some architectural changes that break it. They
may or may not connect for short periods of time, but won't stay on long.

Has anyone got a 13.1.3 or a 13.2 to connect to a 13.4 AP?

I banged my head against the wall for 2 days until someone suggested to upgrade
the SM firmware to 13.4

At 13.1.3 and 13.2, the Sm would momentarily register and then drop. I thought
it was a number of things... Grr
