Does anyone believe that AT&T is having to convince the reluctant smartphone makers to stop disabling this feature?

Come on, AT&T, it's clear who had the incentive to do this, and that the phone makers configure the phones however you tell them.

It's also a way to counter T-Mobile's Music Freedom without risking another fine from the FCC for "zero rating".
