Answer is Yes and No.... sort of kind of. It should work .... 

The exact results depend on who your upstream is and from whom the traffic is 
coming from.. 

Doing such is a quick and dirty way, in my opinion not the best way to traffic 
engineer... 

There are other ways to influence traffic (in both direction) if you have two 
transit providers using communities (as long as they are available) and local 
pref.
