With the new OOBE rules, I don’t think there is a simple answer anymore.

Also, even if the particular equipment has very low OOBE and can transmit up to 
the max EIRP limit, in most bands the limit is a power spectral density is 
watts/MHz, not a simple dBm number.  So the +30 dBm (1 watt) limit we talk 
about for 5.4 is actually for a 20 MHz or wider channel, I believe it drops to 
+27 dBm in 10 MHz, +24 dBm in 5 MHz, etc.  That was another unique feature of 
the old 5.7 GHz rules, you could pack all those dBm into a narrow channel as 
well as a narrow beam, for really long range.
