How about one of these, bolt the DIN rail to the shelf facing upwards, and
organize whatever wires/cables with a loop allowing the whole shelf to be
pulled out?  Depends on the depth of your enclosure.

That's the least expensive 1U sliding rack shelf I can find ($55 with
shipping) in two minutes of searching. For people who have datacenter
cabinet depth, there is actually a glut of old 1U consoles on the market
(folding things with like a 15" 1024x768 LCD screen, PS/2 keyboard and
mouse) left over from the datacenter/hosting/colocation industry. Now that
most people who do hosting have a great deal more clue than 8-12 years ago,
there's a lot fewer installations with a KVM switch and physical console in
each cabinet. Several of the refurb/used computer equipment stores in the
Seattle area are pretty much giving them away (particularly those that are
PS/2, not USB on the keyboard and mouse).
