Arp is in ARP which is really in HEX which is really in binary.  
The tool used to read it sometimes decodes it in english.

this may sound pretty dumb 

It applies to most networking, but arp in particular. when we see in a packet 
capture the arp traffic, we see "who has" and "is at" 

Is this just a visual representation of a small amount of binary data in our 
native language of the software package we are using, or is the english 
language actually coded into it?
